In stories told by the few witnesses that don't speak to police or government agents, circulated by those who operate in shadows and clandestine dealings, the Red Right-Hand is a hazard to those that cause harm to other persons through physical, emotional, financial, or other means. He has little interest in what are often termed 'victimless crimes' or crimes carried out against companies, corporations, or most other large, legitimate businesses. In those same stories, however, the identification of the Red Right-Hand is marked only by his namesake and the only detail consistent through every story told - a hand colored red in some fashion. Every other aspect of his appearance varies from person to person, in both drastic and subtle manners. It is only thanks to CCTV footage found early in his career that the Red Right-Hand can be described as "a male of average height wearing a black-and-white, striped outfit, a helmet with some sort of gas mask, a pair of mechanical boots, and a red glove on his right hand."
Little is known of the Red Right-Hand's true identity, origins, or motive. He is a recent arrival to Paragon City and is attributed to a number of incidents that range from innocuous and benign to blood-baths and war crimes. Detectives have connected a string of non-consensual memory alterations, a slew of petty thefts from super markets, a series of previously unconnected murder suicides, a handful of industrial accidents, one drive-by shooting, and a growing number of psychotic breaks all to an individual who has not been physically present or directly taking part in any incident. Shortly after each given incident, an ongoing criminal act is discovered, accompanied by a recovered kidnapping victim, miraculously unscathed target for murder, a stash of home-made snuff films, and other damning evidence of the crimes committed by those unfortunate to be targeted by the Red Right-Hand.


A study carried out on potentially linked victims on Paragon Island showed those who survive becoming targeted by the Red Right-Hand are left physically injured and traumatized to the point of mental and emotional breaks of the psyche. No weapons are found to be used in carrying out these acts of violence. In some cases, though no bullets or gunpowder residue were found, medical examiners identified gunshot wounds. In some cases, though no tools or knives were found, examiners find that wounds are clean incisions or patterns. In some cases involving prohibitively small spaces, there are blunt force contusions that would require far greater forces than one can deliver without industrial equipment. The study further suggests that the method of incapacitation is directly tied to what the victim has done to another person.

The Red Right-Hand is an active metahuman operating in Paragon City. He is an unregistered, anonymous entity. According to reports, his activity has only recently become apparent and does not match any known, registered entity on a local or state level.

The metahuman has few confirmed interactions due to witnesses experiencing some form of psychically induced amnesia, hallucinations, intimidation, hypnosis, waking dreams, and other mind-altering effects during the event. Sources within G.I.F.T. suggest the detection of anomalous signatures of genetic markers imply that the Red Right-Hand is a mutant. As such, he is marked as a high-risk liability and is breaking a number of laws, especially regarding registration and use of powers on both powered and non-powered individuals.

Powers and Abilities

Telepathy

Through the connections that he is able to establish, the Red Right-Hand overwhelms his victim's senses and dominates their perception to leave them incapacitated without visible, external harm. By manipulating foes into unawareness or even outright hostility among their own ranks, he accomplishes his task from a distance as often as he can. When backed into a corner, however, he is capable of concentrating his telepathic strength into a deeply traumatic mental spike.

The Red Right-Hand's telepathy appears to be limited by range and line of sight, as well as an overall draining effect on use of the powers. Those who have experienced non-traumatic manipulations relate the events as seamless and without warning, not entirely capable of discerning truth and fiction in relation to their respective incidents. Conversely, those who survive a more aggressive encounter describe the trauma as physically, emotionally, mentally, and existentially painful. One victim described a physical sensation of "being filled with hungry, angry ants on meth," where another said that they were "forced to sit through an overwhelmingly depressing lecture on the inevitability of the universe and the lack of credible meanings or beings outside of our own blips of existence." Through necromantic magics, those who did not survive their encounter with the Red Right-Hand were forced to explain that he had used existing traumas to build nightmarish hellscapes that had to be endured for what was perceived as countless millennia, until they were stripped of every aspect of their own sentience and sapience.

For this mutant, it does not appear that specialized physical equipment to obscure eyes, prevent touch, or otherwise prevent exposure to psionic assault are effective. Magical counteragents have proven moderately effective at initial conflict, but continued exposure to influence still leads to confusion, exhaustion, or outright incapacitation. Mental fortifications through meditation has proven most effective, regardless of the origin of practice. Given the subject's strength in causing chaos and confusion, ambushes and instant-incapacitation methods are the most suggested forms of countering his presence.

Telekinesis

No weight limit has yet been estimated for the Red Right-Hand's telekinetic strength. It has been said that he has lifted a group of more than a dozen heavy, mechanized infantry before slamming them down and slowing them with an artificially increased gravitational effect. He has not been documented or mentioned as having carried out any noticeably large level of damage or manipulations of non-humanoid targets. This leads to setting his capabilities as between Adept and Cosmic with room for variance and further study. It is possible that he is limiting his effects to avoid detection or that his mutation prevents him from manipulating large amounts of inorganic matter.

According to witness accounts, the Red Right-Hand is capable of limited flight, concentrated bursts of physical manifestation of will, and a strong dampening effect of physical attacks directed towards himself. Whether his control over a person is through telepathy or telekinesis is still to be determined, though most evidence suggests a focus on mental manipulations over physical intervention.
