The individual known as Lunar Spectre (real name Katarina Zimmer) is wanted for manslaughter, robbery with the use of super powers, vandalism and a variety of other crimes. Due to her her ability to teleport vast distances in the blink of an eye she is remarkably hard to track. Her ability to project negative energy at short to medium distances and her regenerative abilities make her a dangerous enemy to engage, especially in close quarters. She is fully immune to psychic assaults and while able to be physically harmed, she regenerates within seconds to a few minutes, depending on the severity of the injuries sustained. Heavy trauma to her brain has resulted in memory loss in the past. Her regenerative capabilities are even further enhanced when she has access to living organic matter from which to draw from, causing it to wither away. Temporary incapacitation via the use of high voltage current have proven fruitful though once the slightest window of opportunity opens itself, she tends to merely teleport away to safety, which has made long term containment unfruitful so far.
Before her time as a criminal, Katarina Zimmer used to be a German immigrant to the U.S. having been registered as a meta human both abroad and within Paragon City. Back then her powers consisted exclusively of short range teleportation. After the death of her fiance in 2018 as a result of collateral damage during a fight between meta humans in Kings Row, she seems to have developed her new powers, likely due to emotional trauma or some outside influence (unconfirmed) and moved to the Eoile Islands. She used to work as a mercenary for Arachnos though had always been willing to work against them on occasion, if provided with a lucrative offer. When engaging in criminal activity, she made an effort to scare away civilians though if they got in her way despite this, she was not above harming them. She has proven to be more considerate about collateral damage to human life, recently. When working with other meta humans, she serves in the role of a Tanker, drawing attention to herself and taking abuse so any given mission objective can be fulfilled by the others. Her regenerative properties enable this though it should be noted that not only does she seem to feel pain normally, but she subjects herself to it willingly, continuing to operate in this role.
Personnel having spent more than an hour within Lunar Spectre's vicinity, have reported feeling unwell, downtrodden or even inclined to self harm or suicide, as well as having nightmares that include her in some capacity. Further research has concluded in the assumption that close vicinity to Lunar Spectre over extended periods of time can decrease the serotonin levels of both humans and animals in an escalating manner. Whether this is an ability she actively uses or is a passive effect is unclear.
Lunar Spectre's own mental state has been described as unwell by personnel interacting with her. On site psychiatrist Dr. [REDACTED] diagnosed her with Dysthymia (Mild Chronic Depression Disorder). Lately she has distanced herself from Arachnos and is working almost exclusively against them and other known criminal organisations. Considering her past crimes and lack of official license to operate in a crime fighting capacity within Paragon City however, she is still considered wanted.
