The Red Right-Hand is an active metahuman operating in Paragon City. He is an unregistered entity and is relatively unknown by the general populace. According to reports, his activity has only recently become apparent and does not match any known, registered entity on a local or state level.

The metahuman has few confirmed interactions due to witnesses experiencing some form of psychically induced amnesia, hallucinations, intimidation, hypnosis, waking dreams, and other mind-altering effects during the event. Sources within G.I.F.T. suggest the detection of anomalous signatures of genetic markers imply that the Red Right-Hand is a mutant. As such, he is marked as a high-risk liability and is breaking a number of laws, especially regarding registration and use of powers on both powered and non-powered individuals.

Background

In stories told by the few witnesses that don't speak to police or government agents, circulated by those who operate in shadows and clandestine dealings, the Red Right-Hand is a hazard to those that cause harm to other persons through physical, emotional, financial, or other means. He has little interest in what are often termed 'victimless crimes' or crimes carried out against companies, corporations, or most other large, legitimate businesses. In those same stories, however, the identification of the Red Right-Hand is marked only by his namesake and the only detail consistent through every story told - a hand colored red in some fashion. Every other aspect of his appearance varies from person to person, in both drastic and subtle manners. It is only thanks to CCTV footage found early in his career that the Red Right-Hand can be described as "a male of average height wearing a black-and-white, striped outfit, a helmet with some sort of gas mask, a pair of mechanical boots, and a red glove on his right hand."

A study carried out on potentially linked victims on Paragon Island showed those who survive becoming targeted by the Red Right-Hand are left physically injured and traumatized to the point of mental and emotional breaks of the psyche. No weapons are found to be used in carrying out these acts of violence. In some cases, though no bullets or gunpowder residue were found, medical examiners identified gunshot wounds. In some cases, though no tools or knives were found, examiners find that wounds are clean incisions or patterns. In some cases involving prohibitively small spaces, there are blunt force contusions that would require far greater forces than one can deliver without industrial equipment. The study further suggests that the method of incapacitation is directly tied to what the victim has done to another person.

More recently, the Red Right-Hand has been alleged to be working beside other metahumans in operations against Council, Carnies, and Arachnos.
