Briefly

Nuclear Parakeet is a Praetorian Loyalist, embittered by their circumstances and the state of the world. They tend to be dry, sarcastic, and rather abrupt with everyone. Their mutation is extensive and complete, and they identify as a non-binary agender, using they/them pronouns. They are also quite adamant that they either be addressed as 'Nuclear Parakeet' or 'Para.'

History

Wherever Nuclear Parakeet came from, they and the Praetors seem content to simply not answer, and let others speculate. The leading and most likely theory is genetic experimentation, but genetic mutation cannot be ruled out either. Unlike many loyalists, Para does not seem to seek power or use their powers to intimidate, instead seemingly obsessed with respect. Or it could simply be they see a way to seize one of the more impressive avian-themed names for themselves.

Employment

Para is part of the PPD, and a fiercely loyal officer. Where others are fanatically loyal to Emperor Cole, Para's only loyalty is to the law. If someone else took over and made pictures of Emperor Cole illegal, they would be the first one tearing the billboards down. They have a reputation as being extremely by the book and strict, but also strictly by the book. If you get caught littering, Para's going to fine you the exact amount. If you're out of uniform, they'll tell you. (And remind you that they _are_ in uniform, according to PPD Regulation 329.12 subsection C, Powers Division uniform variances.)

While Para is of course part of Powers Division, they take their responsibilities extremely seriously, and insist - often over objections - on working normal patrol duties as well. Para's argument for this is that their presence increases the _positive_ visibility of Powers Division, and shows clearly that no citizen is above the law or too good to serve others. If you need a ball retrieved from a tree, Para will probably beat the Clockwork to it. And if a gang hideout needs assaulted, the prison admissions are about to have a lot of radiation sickness to deal with.

Appearance

Para looks like a bird. Walks like a bird. Flies like a bird - except without feathered wings. And that bird is the humble parakeet, even if Para is not. Standing anywhere between 5' and 5'10" excluding their wings, Para's variability has not been adequately explained. They have human-like arms with clawed hands, and four-toed feet with sharp talons more reminiscent of a raptor. Their beak is prominently hooked as well.

Para's official uniform is a modified IDF dress jacket over a standard bullet-resistant bodysuit, with lead shoulder caps due to fears about the radiation 'wings.'

Para does, in fact, have a fully feathered tail and wings as part of their mutation. However, they appear to be able to fully meld them into their body for prolonged periods. The wings are typically only physically present when Para is near their maximum 5'10" height, possibly indicating a relationship to the conservation of energy. At nearly all times, Para refuses to show or unfurl them, citing the fear it might cause in citizens as well as the inconvenience.

Para's exposed skin and scales are a uniform gray in color. Their feathers are naturally lacking in any pigment, but kept dyed bright green and yellow to mimic a parakeet. Their beak is painted bright orange for the same reasons, but is naturally dark gray similar to their scales.

Powers

Para's powers are barely understood at all, despite fairly extensive study. What is known that they have control over emitting radiation including alpha, beta, gamma, and x-ray radiation, and despite their avian appearance and extremely light weight, are incredibly tough. Even Praetor Keyes quickly moved on to more promising subjects after discovering the feathers were nearly as hard as titanium, and the amount of radioactivity Para could emit was just downright inconvenient.
