Ghosts are usually the after effect of life in a body being terminated, leaving the soul to wander aimlessly through the world with no direction and no effect on its surroundings, for the most part. Those are the only ways ghosts are created, however, and many other variations exist: some ghosts are created through magic, pure energy formed into a being and given a space to roam; some ghosts are the effect of a soul splitting apart in the ether and haunting its own person; some ghosts are born from fae who conceive in a very specific spot on a very specific day. None of these really covers how Polly Weiss came to be, because she has, in fact, always been a ghost.

What started as a borderline nightmare for most, morphed into the peppy girl known as Polly Weiss; she was born into the world as the figment of a nightmare — a scary ghost created by humanity and whatever gods reigned over the dream realm — but didn't feel very happy with that. She was more than that; she was a goofy, ridiculous tiny woman who wanted to be free to see the world. You see, Polly was born in the place between dreams where a nightmare can become something new, and a ghost can become real, and suddenly, waaam, she had a chance to be everything she wanted to be.

While flitting into the mortal realm can be a bit jarring, Polly found herself having fun and feeling, somehow, truly alive. She didn't want for anything as she didn't really need anything. All she knew was being able to gently spook people and give them a laugh made her feel much better than tormenting them in the sleeping world. Ghost Hunters tended to try to trap Polly, and if they had really tried, they like would have succeeded; it was in a situation like this that she met Barnaby, the nicest and most handsome of any of her would be trappers. It didn't take long for her to hit it off with him and join his team of ghost hunters, willing to hunt down ghosts that were malevolent, but in the end, wanting to save as many of the ghosts that weren't evil as she could. It puts a burr in Barnaby's partner's bum, but she thinks it's for the best.

So you see, Polly Weiss has always been a ghost, and she wouldn't have it any other way.

All a little Spooksy

Polly's powers are inherent from her creation and have not really varied over the years, but they're solid (hahah) and they've kept her safe.

GHOST PHYSIOLOGY
She is both transparent, pale, and often incorporeal, but she does have a somewhat physical form. That being said, her body follows most of the same rules as any other ghost: she can pass through any solid surface; disappear for a certain time, and pop back up; create herself in any shape (including a ghost-tail that makes her look more classic); plus a dozen other things. It's hard to harm Polly, and the best bet really is to try and capture her, but even that's a bit hard. Sometimes she can use her ghost physiology to haunt someone, dulling their pain or making them somewhat stronger for a bit.
COLD CONTROL
Generally a tell tale sign of a ghost nearby is a drop in ambient temperature; Polly has this... to an extreme degree. Not only does the temperature drop around her, but she can change the temperature in any being around her, generally making them colder to slow their responses. This can have both damage and defense possibilities.
GHOST FRIENDS
Polly has a dozen or so tiny ghost friends that follow her around. Whether they're undeveloped spirits or merely splits of her own self, she treats them all with the utmost respect and love and sometimes they help her with her haunting in aid of people.
Friends on the Otherside

Polly has managed to make friends all over, including the realm she originated from and the human realm (and its many instances) but some attachments stand above others.

Ghostbust
Barnaby is whom Polly would call her better half even though she herself is mostly non-corporeal. When she felt the most lonely in her unlife, Barnaby came out of nowhere to give her companionship and she is absolutely, well and truly, head over heels in love with him. So much so that she, a ghost, is willing to join his ghost-hunting faction and try to help him (and as many friendly ghosts as she can).
Rigsby Cartwright
Barnaby's other other half, meaning his best friend outside of Polly, isn't as fond of Polly as she'd hoped, but she hopes she grows on him with time. Sometimes her way of dealing with spirits makes Rigsby angry, as he has a very specific way he likes to do things, and sometimes he still questions why Barnaby didn't just capture her to begin with, but his biggest gripe is that she always messes up their emf readings.
Shadow of Dreams
The Shadow of Dreams is in charge of the dream world; the space that includes nightmares, dreams, and anything in between. In between is where Polly was allowed to be free for the first time, and as her creator the Shadow of Dreams couldn't be happier. She is his greatest accomplishment and he is her father, no matter what anyone else would try to say.
